The problem this module addresses

There are well-written technology plans that nobody in the policy area recognises as their own. And there are ambitious institutional plans with no digital counterpart at all. The two documents coexist, each satisfying a requirement, and the organisation carries on without a shared direction.

  • A critical reading of the current institutional strategy and the digital gaps within it.
  • Building the digital strategy map, tied to policy objectives.
  • The operating model: how the organisation decides, prioritises, procures and delivers digital.
  • Formal inputs for the statutory planning instruments, in the structure oversight bodies expect.
  • Defining experience and value indicators, with a baseline and a target.

Methodology

Workshops run with the core team and senior leadership, alternating collective construction with documentary consolidation between sessions.
