A company board advisor, with more than forty boards established in Brazil, Argentina and the United States, and three decades of senior management at technology multinationals. At NEXT C-LEVEL he leads the governance of the programme and brings the discipline of a board to public leaders: clear priorities, decisions with an owner and follow-through to the result.
Hamilton Felix is a company board advisor and a specialist in governance and strategy. He built his career over thirty years in senior commercial and technology roles at global companies including JPMorgan, Dell, Symantec, Gartner and DocuSign, the latter as Vice President of Public Sector Sales for Latin America. At Gartner he served as business director for Latin America, an experience that shaped how he reads markets, adoption curves and institutional maturity.
Since 2024 he has worked as an independent board member, and he now holds seats on the boards of education, legal and technology companies. He completed board member training at Board Academy and has been an associate member of IBGC, the Brazilian Institute of Corporate Governance, since 2023. He has established more than forty supervisory and advisory boards across companies of different sizes and sectors, which has given him an uncommon reading of how strategic decisions are actually taken, and why so many of them never leave the page.
Where boards meet artificial intelligence, he joined the Advisory Board of AI Brasil in 2024 and co-founded ConfrarIA BR, a movement in Brasília for sharing good practice in AI among leaders, managers, board members and public authorities.
At NEXT C-LEVEL he brings to senior public management the discipline he practises on boards: turning the digital transformation agenda into a decision agenda, with a priority, an owner, a deadline and accountability. He leads the governance of the programme, the design of the offering and the dialogue with senior leadership, ensuring every module ends in a deliverable the leader can defend internally and before oversight bodies.
He is preparing the book Governing AI, on the decisions boards and senior leadership must take before the first investment in artificial intelligence.

Expert · Digital government and AI strategy
Former Secretary of Digital Government of Brazil and one of the country's leading authorities on public sector digital transformation. At NEXT C-LEVEL he owns the technical content, the method and the institutional reading of Brazilian government.
Fernando Mitkiewicz is an engineer, lecturer, speaker and author, with a trajectory that is rare in the Brazilian public sector: he has worked both on shaping national digital government policy and on executing it inside a federal organisation. He served as Secretary of Digital Government and chaired the board of SERPRO, the federal data processing service, a period in which he took part in consolidating the country's single platform for public services.
He is currently Superintendent of Information Technology and Digital Transformation at a federal regulatory agency, where he led the digital strategy that took the institution from 65th place to the top of the Federal Government's digital services ranking, reaching first place in user satisfaction among more than a hundred bodies assessed. He was recognised in a leadership in technology and innovation award for that work.
He is the author of a chapter in a study by IPEA, Brazil's institute for applied economic research, on the rollout of the national GOV.BR platform and the maturing of digital government policy in Brazil. He also led the development of his institution's artificial intelligence policy and strategy, among the first normative instruments of their kind in Brazilian regulatory agencies.
He is completing the book Agentic Digital Government, which proposes the layer the digital government framework is missing for the age of artificial intelligence agents, and describes the management model able to turn understanding of the citizen into real impact, which he calls Exponential Public Management.
At NEXT C-LEVEL he owns the technical body of the programme: the five-axis method, the design of the workshops, the AI maturity diagnostic instrument and the institutional reading that allows the programme to be adapted to each type of public organisation.

The partnership

Many digital transformation offerings for the public sector are written without the experience of defending a budget before an oversight body, or of taking a decision to a board with twenty minutes on the agenda. NEXT C-LEVEL brings together people who have done both.
