One describes the destination: the state artificial intelligence makes possible. The other describes the control: what has to be decided before the first purchase. Together they form the conceptual base of the programme.
Governments digitised thousands of services and still the citizen's trust did not return. The book explains why: citizens do not compare the state with yesterday's state, they compare it with the best digital experience they had the day before. It proposes what the digital government framework is missing to close that gap in the age of artificial intelligence agents. In essence, it describes what a public leader would want to hold at the end of their own digital transformation.

The counterpart to the first book. Where that one describes the destination, this one deals with control: informal AI use outside the institutional perimeter, named accountability for automated decisions, the role of the board and senior leadership, and the minimum set of decisions that must precede any investment.

Why two books
The public leader needs two things that rarely come in the same material: to see the destination clearly enough to want to reach it, and to know what has to be decided before taking the first step.
The first volume is the instrument of vision. The second is the instrument of governance. Neither is a tool manual. Both were written to outlast the technology cycle of the moment.
The books are also part of the programme as supporting material. For organisations commissioning cohorts, the kit can be included in scope.
