The problem this module addresses

Organisations tend to ask only their technology area for digital transformation. But digital transformation is a repositioning of the business, and the business does not sit only in technology: it also sits with whoever shapes the public policy and whoever delivers the service. As long as the policy leader asks for a system instead of a result, technology will struggle to deliver transformation on its own.

  • Public value and the strategic triangle: clearly defined value, legitimacy and support, operational capacity.
  • Exponential thinking: why the adoption curve is not linear and what that changes in planning.
  • Outcome-led management: from requirement to result hypothesis, and from delivery (output) to change in the citizen's life (outcome).
  • Reading institutional strategy: translating a plan into product decisions.
  • Qualifying demand: the problem statement agreed between the policy area, technology and the user.
  • AI fluency: what a leader needs to know in order to decide without becoming a technologist.

Methodology

Each participant arrives with a real challenge from their own area and leaves with it structured. Content is applied to the participant's own case, never to a generic example.
