The problem this module addresses

Almost every public organisation has capable people looking after innovation, technology, strategy, people and communications. Each holds a reading that is correct and partial. Capability is not what is missing: a shared language is. While the core does not speak the same language, transformation advances through isolated initiatives competing for the same budget and the same slot in the leader's diary.

  • Decision-making in complex environments: when a problem is ordered and when it is emergent.
  • Open innovation and agile governance frameworks applied to the public cycle.
  • Digital product management and the shift from project to product.
  • Generative AI and agentic systems applied to public management.
  • Levers of change: how incentives are built, rather than announcements issued.

Methodology

Five sessions run against the organisation's real context. Every framework is applied to a concrete decision already on the core team's table.

  • A constituted Transformation CoreNamed membership, roles, convening power and meeting cadence set out in a document.
  • An institutional glossaryThe 30 terms the organisation will now use with a single meaning, from MVP to AI governance.
  • A charter of transformation principlesA short document, signed by the core, stating what the organisation accepts and refuses as digital transformation.
  • A map of leversWhich incentives, rituals and decisions actually move behaviour in that specific culture, and which do not.
